A professional engineer, experienced programme and change director with over 25 years practice in the public sector. He is an active OGC Gateway Review Team Leader for high-risk programmes, assessing the effectiveness of major procurement projects.  He worked in Whitehall for over a decade. 

In the MOD, he implemented a total cost of ownership management regime.  In the Cabinet Office, he worked with government departments and agencies delivering strategic assessments for Ministers and the Prime Minister.  He designed and put into use performance / benefits management systems with a technical service organisation.  As chairman of various project boards, he improved clarity of strategic goals and outcomes, reinforced stakeholder relationships and leadership responsibilities, and delivered successful business cases.  Initially as a Trustee (cf Non-Executive Director) of the £50M pa global educational charity, the Institution of Engineering and Technology, he is implementing new ways of working using a one-team (staff-member) approach to shared responsibilities in streamlined governance structures.
