Former air traffic controller, manager, aviation safety, and accident investigation specialist with over 39 years of aviation experience. He has managed numerous accident investigations while Director and Acting Managing Director of Taiwan’s Aviation Safety Council (ASC). Began his career as an Air Traffic Controller, and advanced to of Chief, Chiang Kai-shek Radar Approach/Tower.
He then served as Acting Managing Director; Director, Aircraft Accident Investigation Division and Air Traffic Services (ATS) Group Chairman for Taiwan’s Aviation Safety Council (ASC) where he managed numerous major aviation accidents. More recently he supported an Air Navigation Service Provider to implement a Communication, Navigation, Surveillance and Air Traffic Management (CNS/ATM) program as a Chief Engineer and Liaison to Civil Aeronautics Administration (CAA). He has considerable experiences in Air Traffic Control Operations and Facility Management, Air Traffic Control (ATC) Project Development and System Programming. He has acted as liaison with the International Civil Aviation Organization (ICAO), Air Traffic Control Association (ATCA) and the International Federation of Air Traffic Controllers’ Associations (IFATCA).
